Reanimator will probably be your best bet, the one Maeyan is working on, I forget which one they started with.

To make sure though, you are talking modding, not porting right?

Alright, I am sure Malachor or Maeyan will be able to help.

If you want to start modding now, then a hex editor would be the only option.

yes, though reanimator uses scripts to make the changes, but it only works on selected files.
But there is no other program (hglmodder was a forerunner to reanimator).

What did you expect?
The developers said modding wasn't allowed, then said it wasn't going to be supported(though this isn't much different from other games).
And considering, nearly everyone who was modding(or trying to) gave up when they found out when the servers were closing, or earlier.

Actually, here's a little thing I found while doing a search for "hellgate london modding"

to be honest wast sure what to expect i just picked up the game 2 days ago and started looking in to it today but usally there is some kinda of moding tool created for almost any game that had any kind of community. But i guess i stand corrected.
