Summoner Tooltip: questions concerning observations

So i recently have started playing HGG again after about 2 years. used to run a ZF tank for my now inactive guild and decided to respec to a better farming style. I noticed over the last 2 weeks that some if not all of the tooltips for the summoner skills are listing incorrect information or the skill is not working as intended ie: Master of the Elements (supposed to reduce power pool reduction by 50% at rank5) is not reducing any consumption for me at all. i tested this by summoning only 1 force ele after repeated relogging per the sugestion i received in game, still no difference 1 force ele costs me 27power. So i decided to test it further and ran a summ up to 17 who is showing a 35 power pool reduction for 1 force ele and started a brand new lvl 1 Summ who is showing the 1 Force ele costing 28. So i guess my real serious question is, Does anyone have any clue what base numbers the tooltip is actually using? Also why am i viewing 3 different power reduc for the same skill on 3 toons that are technically the "same"  i do fully realize there is not going to be a fix, just would like to know what is bugged so i can work around it. so got lucky on receiving a respec today and went ahead and burned it, interestingly enough, the power pool reduc on my 55 for all the eles was ridiculously higher than either of the low lvl summoners i have, the # was in the 40's for each ele. Still scratching my head on this one. Does the costs of eles go up with level or is the tooltip just that crazy bugged out? anyway back to testing further and again any insight would be greatly appreciated, thanks again guys. see u in game.

I recall that the cost increases with one's level,and any reductions one receives is permanently deducted from the number indicated on the Elementals skills.
I hope this somehow fits in your observations and maybe sheds some light on them.

Thanks for the reply Bryan good to know it scales with level and isn't just some terrible bug  :) those darn skill tooltips are so vague in regards to this. Your reply really helps in considering the gearing of my specs and power management. Thanks a ton.  :)

I remain a summoner enthusiast myself,so if there's anything else you'd want to discuss I'm all for it.Though I may reply with some delay,since I'm currently serving in the armed forces and internet is a bit of a luxury still.
Very glad to still see dedicated summoners though,them being the undervalued class that they are.
